- What is the JAX Comprehensive Study?
The JAX On the Move plan is a comprehensive initiative designed to shape and prioritize future enhancements to the transit system. It focuses on making services more efficient and effective for riders, connecting communities, and creating a more equitable system that better meets the needs of Jackson County. This plan also aims to serve as an economic driver by connecting residents with local businesses and helping to grow the local economy.
- Why is JAX Mass Transit engaging in this study?
JAX Mass Transit, formerly Jackson County Mass Transit District, has undergone significant changes over the past five years. The Carbondale-Marion Urbanized Area (UZA) was decertified when the Census’ definition of urbanized area was adjusted following the 2020 Census. This decertification resulted in the loss of Federal support, prompting the Illinois Department of Transportation (IDOT) to facilitate a mitigation study aimed at reducing operating expenses to address the funding deficit. Based on the study’s recommendations, route modifications and service revisions were implemented in August 2024 to help cover the loss of funding. Now, JAX is taking a fresh look at its network, focusing on routes, services, and infrastructure. By reevaluating the system, we aim to identify service efficiencies, improve connectivity to un- and under-served portions of Jackson County, and enhance the customer experience.
- How will the Comprehensive Transit Study improve current services?
The plan identifies opportunities to streamline the system’s design, making it easier for riders to navigate and more responsive to changing demands. We are working to ensure that JAX can serve more areas efficiently and equitably while improving the rider experience, reducing wait times, and increasing the frequency of service.
- What are “community connections”?
“Community connections” means enhancing the connectivity to rural communities within Jackson County and fostering connectivity to surrounding areas. This ensures that effective public transportation is available to all, regardless of location. Our goal is to provide better access to employment, education, healthcare, and other essential services, fostering greater inclusivity in our transit system. Enhanced transportation options will make it easier for residents to commute, access vital services, and participate in community activities.
“Community connections” also refers to the variety of outreach activities included under the study effort. A series of “community conversations” will be held to ensure the voices of Jackson County residents are heard and feedback incorporated into the final plan.
- What happens after the study concludes?
Recommendations for system improvements will be included in the final plan. System improvements and customer enhancements will be implemented as resources become available. While some changes may happen in the near future, other aspects of the plan may be implemented over time, allowing us to adapt based on community feedback and evolving needs.
